
Richardson Pioneer Community Celebration
The 2022 Grey Cup Festival may not occur until November in Regina; however, Richardson Pioneer and the Festival committee want to help bring the excitement to your community well before that with the Richardson Pioneer Rider Nation Community Celebration contest!
The Richardson Pioneer Rider Nation Community Celebration is a one-day party that six (6) communities from across Saskatchewan will experience this year featuring the Grey Cup trophy, personnel from the Saskatchewan Roughriders including prominent alumni and members of the Game Day Entertainment teams such as the 620 CKRM Rider Cheer Team, Gainer the Gopher and much more along to celebrate and congratulate your community.
Each winning community receives a $25,000 donation from Richardson Pioneer toward a specific, community project having a focus on sport, culture and recreation. A community is defined as a rural municipality, village, town, small city or a First Nation within Saskatchewan.
All you need to do is fill out this application and tell us why your community project and subsequent celebration/fundraiser event should be selected as one of the winners!

SUBMISSION RULES & REGULATIONS
Official Rules
- COMPETITION ENTRY PERIOD:
The Competition entry period begins 12:00:00 noon (CST) on Thursday, March 17th, 2022, and closes at 11:59:59 p.m. (CST) on Wednesday, April 20th at 11:59:59 p.m. (the “Entry Closing Date”).
- HOW TO ENTER: NO PURCHASE NECESSARY
The “Richardson Pioneer Rider Nation Community Celebration” competition (the “Competition”) is open to all Saskatchewan communities.
A community is defined as a rural municipality, village, town, small city or a First Nation within Saskatchewan. Multiple entries from the same community are NOT eligible. Entries are limited to one per community. The Applicant must represent a community and enter the Competition on behalf of a community with the chance for the community to be one of six (6) to win a $25,000 donation each that comes with the Richardson Pioneer Rider Nation Community Celebration event.
The $25,000 grant must be for a Health & Wellness initiative with a focus on sport, culture and recreation; such as an initiative currently under way or update to a facility which can include, for example, upgrades to a recreation centre, sports field, or park.
This Competition is sponsored by Richardson Pioneer (collectively the “Sponsor”).
ONLINE: Log on to www.greycupfestival.ca during the entry period (March 17th, 2022, to April 20th, 2022 ) and follow the on-screen instructions to enter.
Entry submissions must include the following:
- Completed Application Form
- Proposal:
One (1) essay of 1,500 to 4,000 characters or less (including spaces), describing the following:
- Why your community should win a Richardson Pioneer Rider Nation Community Celebration prize.
- A successful community will demonstrate what events will happen on that particular day to maximize attendance and create a festival atmosphere. Your essay should detail those events, your preferred month/date for those events and explain the leadership team behind your proposed plans. Include a detailed budget for your proposed events. The final date for eligible events to participate in the Community Celebration is Sunday, October 2, 2022.
- What initiative would the $25,000 grant go towards? Is this an existing initiative? A new project? Total budget of the initiative and what is the current status of the fundraising effort?
- Multimedia:
A collection of photos (between 10 and 30) and/or a short (less than 2 minute) video depicting your community’s passion, for health/support of wellness initiatives/ active lifestyles, as well as 2022 Grey Cup Festival spirit. Please note a video is not required.
If any of the above items are missing, the submission will be considered incomplete.
Please remember that multiple entries from the same community are NOT eligible – Entries are limited to one (1) per community.

The entrant is solely responsible for complying with all Official Rules & Regulations, including the character limit set out above. If the entrant violates the single submission per community criteria or character submission limit, the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee, in their sole discretion, may choose to disqualify such entrant or ask such entrant to re-submit an essay complying with the character limit.
Each essay and set of pictures must be original, have not been previously published, entered into any other competition, grant request, or won any other prize/award, not infringe copyright or other intellectual property rights of any other party, and must be suitable for publication (i.e. must not be obscene or indecent, depict violence or discriminatory behaviour). Entries that are not original compositions by the entrant, illegal, defamatory, obscene, or entries that discriminate based on grounds set out in Human Rights codes or other applicable legislation will not be eligible. The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee reserves the right, in their sole and absolute discretion, to disqualify any entry that they believe is offensive, illegal, potentially or actually dangerous or harmful or containing any element of physical risk, defamatory, obscene or otherwise not in keeping with the spirit of the Competition.
The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee reserves the right, in their sole discretion, to reject any entry of any community that the 2022 Grey Cup Festival deems not to be in keeping with the policies, goals and/or guiding principles of the Competition, or that the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee learns has been previously published, entered into any other competition, or won any other prize/award.
The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee further reserves the right, in their sole discretion, to edit any entry to blur out any trademarks or to remove any copyrighted content. Entries cannot be a parody or derogatory.
People depicted in the videos should refrain from wearing any clothing items bearing business, designer, or sports logos, or bearing the name or likeness of a celebrity, living or dead, except for CFL Team apparel. Each entrant represents and warrants that each individual included in the photos has, as of the date of the submission, agreed (and his/her parent or legal guardian has agreed if a minor in his/her province/territory of residence), that the 2022 Grey Cup Provincial Outreach and Legacy Committee and their agents can use, exploit, and distribute in any media whatsoever, including without limitation the Internet and on television, now known or hereafter created, worldwide in perpetuity, each individual’s names, likenesses, images, voices, and comments without any further consent or compensation. Any entry that involves a third party that does not choose to be part of the submission will be disqualified. Entrants may be required to provide the 2022 Grey Cup Festival with proof of consent from third parties in a form acceptable to the Judges and/or Sponsors.
The 2022 Grey Cup Festival assumes no responsibility for any claims against infringement of the right of privacy with respect to any entry submitted. By entering this Competition each entrant (i) represents that his/her submission does not infringe on any third party’s copyright materials, trade-mark or other intellectual property rights, and (ii) agrees to release, discharge and hold harmless the Judges and Sponsors, their respective parent, subsidiary and affiliated companies, and their respective officers, directors, employees, agents and representatives from any claim or liability arising from or related to submission of the entry and participation in this Competition.
All essays, photos and videos shall become the property of the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee and will not be returned to entrants. The entrant irrevocably assigns and transfers to the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee any and all rights, title, and interest in the submitted content, without limitation, all copyright. The 2022 Grey Cup Festival shall have the right to edit or modify submitted content for use in perpetuity, and the entrant waives any and all moral rights he/she may have in the essay and video(s) submitted. Entrants agree to complete and sign all documents necessary to confirm the rights granted under these Official Rules.
By entering, each entrant acknowledges and agrees that submitting an entry online brings your submission within the public view and the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee will not be held liable for any copying, re-posting or unlawful use of the submission that may result.
- ELIGIBILITY:
Entrants must be able to provide an official donation receipt or have a defined path to show how such a receipt can be issued.
Entrants must be legal Canadian residents, 13 years of age or older as of the Entry Closing Date, and must not be professional writers, publishers, copywriters or professional photographers. Entrants who are under the age of majority at the date of entry are eligible to enter the competition and win a prize provided that the parent or legal guardian of the entrant accepts any such prize, these Official Rules, and the terms and conditions hereof for and on behalf of such entrant. Entrants under the age of 16 (but over the age of 13) will be required to provide the contact email address and phone number of a parent/legal guardian upon registration and an email will be sent to such parent/legal guardian requesting confirmation of consent. If such confirmation is not received such entrant will not be eligible to enter the Competition or make a submission. Only one entrant per community is permitted. Entrants must first read, understand, and submit acceptance via the contest application form.
Members of the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee, the Saskatchewan Roughrider Football Club Inc. and their respective parents, affiliates, subsidiaries, and the household members and/or the immediate family (parent, child, sibling) of any of the above are not eligible to enter.
- PRIZING:
Richardson Pioneer Rider Nation Community Celebration prize: There will be six (6) prizes worth $25,000 available to be used for a community project or facility that the winning community endorses. Accompanying each cash prize is also an event which the community will host and deliver and enhanced by the Richardson Pioneer Rider Nation Community Celebration committee through the addition of the elements listed above and in the application form (See Terms and Conditions for Hosting the “Richardson Pioneer Rider Nation Community Celebration”)
NOTE: If your Entry Proposal requests a facility refresh, you will need the permission of the appropriate community facility representative(s) for the facility to be eligible for the refresh. If such permission cannot be obtained, that community will be disqualified from the competition. Disqualification as a result of such failure to obtain permission or where permission is revoked by the appropriate community facility representative(s) can occur at any point in the competition, including after winners have been selected. If an entry is so disqualified, an alternate may be selected as set out in section 8 below. The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee reserves the right, but not the obligation, to contact via phone or email any or all entrants and their respective community representatives to seek clarification in respect of any such entrant’s entry and/or in order to verify the authenticity of any entry. Contact from the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee in this regard does not in any way guarantee such entrant a place in the top six (6) Communities.
The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee has full and sole authority to determine if the community entered in the competition is eligible to participate, and if the appropriate authorizations can be obtained.
- BROADCAST:
In addition to the prize listed above, the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee may also feature your community and/or entry submission during 2022 Grey Cup Festival events, promotions and media.
- JUDGING CRITERIA:
Round 1:
There will be one (1) round of judging by a panel, designated by the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee.
For the first and only judging round, eligible entries will be judged by a panel of representatives appointed by the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee. Judging will be based on the following criteria:
- Depiction of actions and events that illustrate the community’s commitment to encouraging and promoting youth sports, recreation and active living (35%);
- Description of the submitted community project and the impact and benefit the legacy will have on the submitted community project and on sports, recreation and active living in the community (35%);
- Examples of individuals or groups who demonstrate Football & Grey Cup Festival spirit and home-town pride (20%); and
- Creativity and overall effort in submission (10%).
- ODDS:
The chances of winning a prize is directly related to the number of eligible entrants and the application of Judging Criteria.
- DECLARATION AND RELEASE:
Each potential winner (or his or her parent or legal guardian, as applicable) will be required to execute and return a Declaration and Release within three (3) days of attempted delivery or prize will be forfeited and may be awarded to an alternate.
The return of any prize/prize notification as undeliverable or noncompliance with the terms of these Official Rules may result in disqualification and the selection of an alternate entrant is at the sole discretion of the 2022 Grey Cup Festival.
- LIMITATION OF LIABILITY:
By entering the competition, the Applicant, accepts and agrees to these Official Rules and the decisions of Sponsors, which shall be final in all matters. By accepting a prize, the winner agrees to hold Sponsors, their affiliates, directors, officers, employees and assigns harmless against any and all claims and liability arising out of use or redemption of prize or participation in the competition. The 2022 Grey Cup Festival is not responsible for lost or late entries or Declaration and Releases, or for any typographical, or other error in the printing of the offer, administration of the competition or announcement of the prize, or for technical, hardware, or software malfunctions, computer virus, bugs, tampering, unauthorized intervention, fraud, lost or unavailable network connections, or failed, incorrect, inaccurate, incomplete, garbled, or delayed electronic communications whether caused by the sender or by any of the equipment or programming associated with or utilized in this competition, or by any human error which may occur in the processing of the entries or votes in this competition, or any other cause beyond the reasonable control of Sponsors that interferes with the proper conduct of the competition as contemplated by these Official Rules. If, in the Sponsors’ opinion, there is any suspected or actual evidence of tampering with any portion of the competition, or if technical difficulties or any other factor including accident, printing, administrative, or any error of any kind compromises the integrity, administration, or conduct of the competition, the Sponsors reserve the right, with consent of the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee, to modify, cancel, or suspend this competition without prior notice or obligation. Any attempt to deliberately damage any website or to undermine the legitimate operation of this Competition is a violation of criminal and civil laws and should such an attempt be made, the Sponsors reserve the right to seek remedies and damages to the fullest extent permitted by law, including criminal prosecution.
The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee reserves the right to disqualify a person if he/she enters the competition or tries to do so by any means contrary to these rules or which would be unfair to other entrants or where entries or votes are generated by any mechanical or automated means. Entry materials that have been tampered with, reproduced, falsified, or altered are void. In the event a dispute arises as to the identity of a potentially winning online entrant, entries made by internet will be declared made by the name on the online entry form.
Currency is in Canadian dollars unless otherwise stipulated. Each prize must be accepted “as is” and may not be exchanged, bartered, sold, raffled, substituted, or transferred. The prize will be delivered only to the community of the confirmed winners. The Sponsors will determine the appropriate timing, and recipient within the community for the prize to contribute to the community project.
Refusal to accept releases the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee, as well as their respective Sponsors, directors, officers, and employees of all responsibility and obligations toward the winner and the community of such prize. In no event shall be held to award more prizes than what is mentioned in these rules or to award prizes otherwise than in compliance with these rules.
The 2022 Grey Cup Festival Provincial Outreach and legacy Committee shall assume no liability whatsoever for any situation in which their inability to act results from an event or situation unforeseeable or beyond their control, including but not limited to force majeure, a strike, lockout, or any other labour dispute at their location or the locations of the businesses whose services are used to hold this event.
The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee can amend these Official Rules or terminate the Competition at any time without any liability to any entrant. The Sponsors can replace at their discretion any finalist who for any reason fails or is disqualified from or unable to participate in any aspect of the Competition, as determined by the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee in their sole discretion, with another entrant, notwithstanding that such replacement finalist may have been previously eliminated from the Competition.
It is a condition of entry and participation in the competition that entrants (and his or her parent or legal guardian, as applicable) make themselves available to participate in the competition, agree, sign and abide by all applicable Release Forms, Confidentiality Forms, and these Official Rules as devised from time to time by The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee. Entrants (or his or her parent or legal guardian, as applicable) agree to complete and sign all documents necessary to assign any and all prizes to the appropriate community facility.
The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee will have no liability to an entrant who is unable to attend or take part in any part of the competition for whatever reason, as determined by the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee in their discretion.
The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee decisions are final, and entrants acknowledge that the interests of the competition shall override those of any entrant.
Any on-line submission or other materials used in this competition that have been tampered with, altered, reproduced, not legitimately obtained, or which contain or reflect any error will be void. In the event of any dispute concerning the operation of any element of the Competition or these Competition Rules, the decision of the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee will be final. Taxes and fees, if any, are the responsibility of Prize winner and winning community.
- CONDITIONS OF ENTRY:
Acceptance of a prize constitutes permission for the 2022 Grey Cup Festival and its Sponsors, and their agencies to use winners’ names, cities and province of residence and likenesses for purposes of advertising and publicity in any and all media now or hereafter known throughout the world in perpetuity, without further compensation, notification, or permission, unless prohibited by law.
All information requested by and supplied by each entrant must be truthful, accurate, and in no way misleading. The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee reserves the right to disqualify any entrant from the competition in their discretion, should the entrant at any stage supply untruthful, inaccurate, or misleading details and/or information or should the entrant be ineligible for the competition pursuant to these rules.
- PRIVACY:
Competition is subject to all applicable federal, provincial and municipal laws and regulations. Personal information collected from entrants will be used by Sponsors for the purpose of administering this competition and, if consent is given at the time of entry, to provide the entrants with marketing information relating to new and existing products and upcoming promotions of the 2022 Grey Cup Festival Provincial Outreach and Legacy Committee by mail or e-mail. Entrants can opt in with respect to receiving such marketing information online. The 2022 Grey Cup Festival Provincial Outreach and Legacy Committee will not sell, share or otherwise disclose personal information of entrants with third parties, other than to third parties engaged by them to fulfill the above purposes or as permitted or required by law. By entering the competition, each entrant consents to the manner of collection, use and disclosure of personal information as set out in the 2022 Grey Cup Festival’s Privacy Policy at www.greycupfestival.ca.
